Two Sacramento County Board of Supervisor seats are up for election in the March 2024 primary.
Voters living in Districts 3 and 4, both located in northeastern parts of the county, will weigh in on who represents them on the county’s governing body.
The District 3 race is uncontested, with Supervisor Rich Desmond running for a second term unopposed. He represents an area including Arden Arcade, Carmichael, Fair Oaks, North Highlands and Foothill Farms.
Three candidates are running for the District 4 seat: Citrus Heights City Council member Bret Daniels, political newcomer Braden Murphy and Folsom City Council member Rosario Rodriguez. Incumbent Sue Frost isn’t running for reelection. Frost has represented the area since January 2017 and her term will end in December 2024.
District 4 includes Citrus Heights, Folsom, Orangevale, Antelope, Rio Linda, Elverta and Rancho Murieta.
If a candidate for the District 4 seat receives more than 50% of the vote, they will win outright. But if no candidate receives a majority vote, the top two will advance to a runoff election in November 2024.
County supervisors’ responsibilities include passing local ordinances, determining how to spend the county budget and making decisions on county programs ranging from homeless to behavioral health services. Terms on the board last for four years.
Here’s who is running in the March 5 Primary Election by each district in alphabetical order.
Rich Desmond: He was first elected to the board in November 2020. Desmond retired from the California Highway Patrol in 2019 after moving up the ranks from patrol officer to overseeing the agency’s legislative affairs program and serving as the Chief Sergeant-at-Arms for the state Assembly. He lives in Carmichael.

Bret Daniels: Daniels has served on the Citrus Heights City Council in two separate stints starting in 1999 and again in 2016. He is an U.S. Air Force veteran and previously worked in the Sacramento County Sheriff’s Office as a deputy. Daniels is currently the mayor for Citrus Heights, where council members take turns serving as mayor each year.

Braden Murphy: He hasn’t served in public office before, but Murphy lost a bid for the State Board of Equalization in 2022. Murphy lives in Folson and identified himself as a father on the ballot, a major difference between his competitors, who identified themselves as City Council members. He was born with cerebral palsy.

Rosario Rodriguez: Rodriguez was elected to the Folsom City Council in 2020 and previously served on the city’s Historic District Commission. She also owns a restaurant, Sutter Street Taqueria, in Folsom. Sue Frost endorsed Rodriguez when she announced that she wasn’t running for reelection.
