Of all the bills the governor acted on in this latest batch, the abortion measure provoked the loudest debate in the legislature. It expands the range of medical professionals who can provide first-trimester abortions to include nurse practitioners, physicians’ assistants, and certified nurse midwives. Brown has also signed a bill extending a program that provides insurance coverage for autism from the middle of next year through the end of 2016.
The governor vetoed a measure that would have provided “full scope” first and second trimester health care coverage for pregnant women who earn between 60 and 100 percent of the federal poverty level. Brown said he supports the policy, but he can’t support the bill because it was left out of the Medi-Cal expansion negotiated earlier this year.
