A provision attached to this year’s budget would have made compliance with certain parts of the law optional for local governments. Lawmakers scrambled to repeal the provision after an outcry from the public and press.
But Senate Budget Chair Mark Leno says he didn’t hear any opposition through months of hearings.
“I never got a letter, an email, a phone call, a request to meet from any advocate on this particular issue that’s before us today,” he says.
Leno is sponsoring a Constitutional Amendment that will make compliances with the entire Records Act mandatory and require local governments to pay any related costs. Leno says this bill is a stop-gap until his Amendment can be placed on the June 20-14 ballot.
Governor Jerry Brown supports both the bill and the proposed Amendment.
