The EPA today filed a formal notice against Chevron for 62 violations of federal environmental law.
The fire last year was caused by the failure of a corroded 40-year-old pipe that released a huge toxic cloud, forcing thousands of people to get medical treatment.
The EPA called Chevron's risk management at the facility a "pervasive failure," and could pursue criminal charges or fines if the company fails to address the violations.
The company says it's working with the EPA to fix the problems.
