State law bans smoking inside bars and restaurants, but dozens of cities around California have enacted tougher laws that ban or limit smoking for outdoor diners too - including Davis.
Sacramento City Councilman Steve Hansen has asked the council's Law and Legislation committee to look into a ban as well given the public health concerns about second-hand smoke.
The committee will meet today to consider recommending the ban to the council. But it's early in the process, and it's expected to be quite some time before the full council would take any action on the idea.
Some local restaurant owners have said they oppose a ban, saying different establishments have different customer needs -- and an overall policy wouldn't work.
