Coroner's officials say Kenneisha Dale died Sunday afternoon when the tree came crashing down on her car as she drove on westbound Interstate 80 in Vacaville.
The California Highway Patrol says it is still investigating the incident.
The CHP says it is unclear whether Caltrans was responsible for the tree, or one of two possible landowners.
