Poll: Californians Disagree On Reasons For Water Shortage

A new survey finds most California voters agree the state is experiencing a drought, but they don't agree on why it's happening. 

The Field Poll finds 88 percent of California voters believe there is a serious water shortage.  However, 27 percent say the problem is a lack of water storage, while 37 percent say existing supplies aren't being used efficiently enough.  Another quarter of voters say both are a problem.

Voters are divided about whether California should be allowed to bypass existing regulations that protect fish and the Sacramento San Joaquin Delta during dry years.

And the Field Poll finds Californians prefer voluntary water use cutbacks over mandatory rationing by a two to one margin.
