Monday Bill Roundup: Wiretapping, In Vitro, Campaign Gifts

Several notable bills advanced from one California legislative chamber to the other Monday.

One measure passed by the state Senate comes in response to accusations of warrantless wiretapping against the National Security Agency. It would ban the state from cooperating with the federal government on electronic data collection without a valid warrant or court order.

The Assembly passed bills intended to reduce legal battles surrounding families that use surrogacy or in vitro fertilization … and allow victims of “revenge porn” to file civil lawsuits without using their real names.

And lawmakers approved two bills with tougher campaign finance rules. A Senate measure would ban all lobbyist gifts and reduce the overall gift limit from $440 to $200. An Assembly bill would require politicians who illegally use campaign contributions for personal expenses to pay an equal amount in addition to any other fines.

Each measure now moves to the opposite chamber.
