Most items in the proposed bond aren’t that controversial. For example, it would provide $3 billion for safe drinking water and another $3 billion for water quality projects across the state.
It also proposes $3 billion dollars for water storage -- to expand Los Vaqueros Reservoir in the East Bay, build Sites Reservoir in Colusa County and Temperance Flat dam in Fresno County.
One of the biggest stumbling blocks during the Senate debate was deciding which state agency should lead Delta ecosystem restoration efforts.
The proposed bond would put the Delta Conservancy in charge.
But Republicans say the group could hinder the twin tunnel project. Instead, they want the California Department of Fish and Wildlife to control the money.
The proposed $10.5 billion bond would replace the water bond that lawmakers sent to voters in 2009. Critics say that $11 billion bond has too much pork to get voter approval.
