Thanks to the success of Obamacare, about one-third of Californians are covered by Medi-Cal, that's the state's healthcare insurance for low-income Californians. But one of the perennial problems of Medi-Cal has been its low payments to doctors. And that, in part, has contributed to a shortage of physicians in low-income neighborhoods. Lawmakers introduced a bill earlier this week to change that but whether that'll become law is still up in the air.
