The report is from the Blue Ribbon Commission on Marijuana Policy, a group formed by Lt. Gov. Gavin Newsom and the ACLU of Northern California. Newsom says there are questions related to public safety, taxes, land use and a host of others.
For example how should edible marijuana products be treated?
"(There are) concerns around testing, labeling, of accurate product information, issues related to the levels of THC," he says. "A lot of folks are concerned about edibles being produced and marketed as candies."
Newsom is running for governor in 2018. And he supports legalizing marijuana, a position that is gaining popularity.
The Commission says it will act in an advisory capacity and remain neutral on political questions.
