California Governor Jerry Brown says cities and water agencies should have the ability to enforce conservation requirements. He’s proposed legislation that would allow agencies to fine water-wasters up to $10,000 per violation.
The proposal would also streamline environmental review for proposed local water supply projects that would not have a huge impact on the environment.
Brown say the legislation would give all water agencies and local governments a consistent minimum set of enforcement rules.
