For the 80,000 inmates held in California's county jails, calling home can be more than ten times the price of a regular cell phone call. Tomorrow the Federal Communication Commission will vote on a proposal that aims to change this, making calls cheaper for inmates across the country, and, just maybe, helping keep them from re-offending.
