Modesto already has cameras for traffic control and now is installing surveillance cameras that will be monitored around the clock by the police department.
Some of the cameras will be portable and be set up at places where taggers paint graffiti, and the hope is they'll be caught in the act and arrested.
Mayor Garrad Marsh says other cameras will be set up permanently around Modesto's water treatment plant and other facilities to protect the city's water supply.
"To ensure our major pumping stations, water tanks, and other things that could be violated or tampered with are secure."
Marsh says Modesto's water supply could be a potential terrorist target.
