Analyst: California Governor's Prison Plan May Save Millions

(AP) - A new analysis says Gov. Jerry Brown's proposed ballot initiative to reduce the state's prison population may save state and local governments millions of dollars.

But California's bipartisan Legislative Analyst cautioned Thursday that the savings could vary widely depending on how the measure is interpreted and implemented.

Brown proposed last month to increase sentencing credits for inmates who complete rehabilitation programs.

He also wants to let non-violent felons seek parole sooner and require judges to decide if juveniles should be tried in adult court.

If voters agree, the analysis says cutting the inmate population could save the state from tens of millions to the low hundreds of millions of dollars annually.
