The District 4 seat on the council was left vacant by the appointment of Councilman Moses Zapien to the San Joaquin County Board of Supervisors last year.
Four applicants are seeking the position.
They include realtor Michael Blower, Marcie Bayne who served on the city's charter commission, accountant Susan Lenz and former mayor Jimmie Rishwain.
Councilman Elbert Holman says each councilmember will award two points for their first choice and one for their second choice.
Holman says it's possible everyone's second choice could be the winner.
"That's absolutely right, that could happen and if that happens, so be it, the process is fair and if that's the way it turns out, that's the way it turns out."
Holman says each candidate will be asked the same seven questions. The appointment will be kept short for each.
The 4th District seat which includes Brookside, the Country Club area and the Port of Stockton, will be up for election in just three months.
