Like the House version, the Senate's proposal would make dramatic cuts to Medicaid, which was expanded under Obamacare.
California Democrat Ed Hernandez is the state Senate Health Committee Chair.
He opposes the proposal.
"I think it's just unfair that they've given this money to the patients and now they're just ripping it out from under them," Hernandez says. "It just angers me, and it's frustrating. I'm actually sad that we're at that point in our country that poor people's health is going to be taken away."
Republican Congressman Ken Calvert of Riverside County praises the bill as another step toward repealing Obamacare.
Both California Senators Dianne Feinstein and Kamala Harris call the proposal an attack on everyday Californians.
The Senate is expected to vote on the bill next week.
