Updated March 26, 6:30 p.m.
Sacramento County results arrived in three separate waves on election night, with the first released shortly after the polls closed at 8 p.m., around 10:15 p.m. then finally around midnight. The county released another batch of results later that week, then continued to issue reports every Friday and Tuesday until all the ballots were counted.
An estimated 346,502 ballots were cast in Sacramento County, according to county data. See full California primary election results here.
Sacramento Mayor
Final results show Epidemiologist Dr. Flojaune Cofer lead the race with 29.3% of 108,583 ballots counted. Assembly member Kevin McCarty followed with 21.6%. The two will proceed to a runoff election in November.
Former state Senator Dr. Richard Pan followed McCarty by 292 votes, at 21.3%. Former City Council member Steve Hansen followed with 21%.
Business owner Jose Avina received 6% of the vote, and Asset Protection Manager Julius Engel followed at 1%.
On March 19, Hansen conceded the race.
"While the results released today were not what we hoped, it is not the end of our work fighting for a better Sacramento," he said in a statement. "Thank you for believing in me and my vision for what our city could be."
He went on to add he had reached out to Cofer and McCarty to "congratulate them on advancing to the runoff" and that he knows "their love for Sacramento runs deep just like mine."
And on March 22, Pan also conceded, saying in a statement: "While today's results are not what we hoped for, I am proud of the campaign we ran." He added that he remains "optimistic about our beloved City of Sacramento."
Local Ballot Measures
Measure C:
Final results show out of 108,583 ballots counted, 61.5% were against and 38.5% were for updating Sacramento’s city business operations tax update. Measure C would have gradually increased the maximum annual payment businesses owe for the tax, if approved. Though the city’s business operations tax hasn’t been updated since 1991, critics have questioned the legality of the measure.
Measure C required a simple majority vote to pass.
Sacramento County Board of Supervisors
District 3:
Sitting board member Rich Desmond ran uncontested. He’s won the race with 100% of 50,022 ballots counted.
The district he ran to represent again includes Arden-Arcade, Carmichael, Fair Oaks and North Highlands. He was first elected to the board in November 2020.
District 4:
Folsom City Council member Rosario Rodriguez lead the final results with 51.5% of 75,225 ballots counted. Bret Daniels, Citrus Heights mayor, followed with 26.3% of votes tallied.
The winner will replace Incumbent Sue Frost, who has represented the Citrus Heights, Folsom, Orangevale, Antelope, Rio Linda, Elverta and Rancho Murieta areas since January 2017. Her term will end in December 2024.
Sacramento City Council
District 2:
Final results show that of the nine candidates in the running, former state lawmaker Roger Dickinson lead with 44.7% of 6,373 ballots counted. Real estate agent Stephen Walton followed with 16.1% of the vote. The two will proceed to a runoff election in November.
District 2 includes Del Paso Heights, Hagginwood and Woodlake, and was overseen by Sean Loloee until he stepped down in January. Because a November runoff election seems likely, the council plans to appoint someone to serve the remainder of Loloee's term, which ends in December.
District 4:
UC Davis Health project manager Phil Pluckebaum lead the final results with 50.6% of 20,238 ballots counted. Incumbent city council member Katie Valenzuela followed with 46.2%.
On March 26, Valenzuela announced she'd concede the race.
"After a week of contacting voters to cure ballots, today's update from the County shows there are simply not enough votes left to push this election to November," she said in a statement. "I have called Phil Pluckebaum to congratulate him and I commit to working with him to ensure a smooth transition as he takes office this December."
She added that "I can honestly say that serving in elected office for the city I love has been both the hardest and most rewarding thing I've ever done" and thanked District 4 residents for the opportunity to serve them. She was elected to serve the area in 2020.
District 4 includes Downtown, Midtown and East Sacramento.
District 6:
Final results show current city council member Eric Guerra lead with 67.4% of 13,975 ballots counted in the race to represent Tahoe Park, Colonial Heights and Campus Commons. Plumbing contractor and small business owner Kevin Rooney followed with 15.3% of the vote.
Guerra was elected to the position after a special election in 2015.
District 8:
Sitting Council member Mai Vang is running uncontested. She’s won the race with 100% of 7,967 ballots counted.
Vang has been the District 8 council member since December 2020, after winning the November runoff election that year. The district she is running to represent again includes Meadowview, Deerfield/Mesa Grande and Valley Hi.
