The Sacramento City Council on Tuesday voted unanimously to appoint a local nonprofit director who grew up in District 2 to fill the vacant seat left by Sean Loloee.
Shoun Thao, executive director of Hmong Youth and Parents United, will swear in during next week’s council meeting and will serve until the winner of the November election takes office.
The council chose Thao out of three finalists from a larger pool of candidates who applied after Loloee resigned in January. In his introduction to the council on Tuesday, Thao said his priorities will include protecting core services, addressing homelessness and uniting the district.
“I feel that in the past four to eight years the community has been very divisive and we need to bring all of the community together,” Thao said.
Thao grew up in Strawberry Manor and is a graduate of Grant Union High School and UC Davis. He previously worked for City Hall as a District 2 council representative from 2013 to 2020.
Council member Karina Talamantes made the motion to appoint him.
“I firmly believe that Shoun represents, advocates and empowers D2 residents not just in his job today, but throughout the years and his whole family and network,” Talamantes said.
District 2 has lacked a council member since January, when Loloee resigned about three weeks after he pleaded not guilty to a federal indictment.
Thao will swear in during the 5 p.m. council meeting on April 2 and will serve until Dec. 10. Depending on who wins the November run-off election, either former state assembly member Roger Dickinson or Stephen Walton will join the council then.
