The Sacramento City Council is finalizing plans Tuesday night to build a sports and entertainment complex downtown. It is poised to approve six new billboards and sell up to $325 million in bonds to build the arena, although the city’s portion of the $477 million arena will be closer to $255 million. The city will then pay back the loan with money it collects from parking. The plan isn’t new, but it’s facing increased scrutiny as it heads towards this final hurdle.
