The Tuolumne County community of Twain Harte may be the first California municipality to run out of water because of drought. Just above Sonora, nestled in tall pines that line the foothills of the Sierra Nevada, Twain Harte is a summer tourist destination, making its mandatory 50 percent water reduction measures harder to enforce.
