Senators Lindsey Graham and Bill Cassidy’s legislation would take funding for “Obamacare” and give it to states in the form of block grants. Some analysts have argued the proposal would significantly reduce the number of Americans with health insurance and the bill may lack the Republican support it needs before the impending Sept. 30 deadline.
