When Stockton Mayor Michael Tubbs announced plans for a guaranteed income program in the city, he was met with skepticism. But the pilot project, called Stockton Economic Empowerment Distribution (SEED), officially launched in February and 100 residents received their first monthly payment of $500. The payments are unconditional, with no work requirements attached, but recipients will participate in regular check-ins over the course of 18 months to evaluate the impact on financial security, civic engagement and health and wellness.
