Political newcomer Marshall Tuck is billing himself as the voice of change in the race for Superintendent of Public Instruction in California. Tuck was most recently CEO of the Partnership for Los Angeles Schools, which operated 17 struggling public schools. His ideas for reforming California education are outlined in what he’s calling “Marshall’s Plan.” It includes giving teachers more decision making power by decentralizing education regulations, and supporting “high-performing” teachers rather than seniority.
