Capitol Weekly will release its annual Top 100 list of powerful people in California’s government. But it’s not going to include a single politician. This particular Top 100 ranks California's top unelected political power players. The list will be released at an event Tuesday night, and we’ll talk with Capitol Weekly Editor John Howard about how the players are chosen and why they choose to highlight unelected people.
