The fish ladder at the Nimbus Hatchery in Rancho Cordova, California, opens Monday morning to help salmon moving through the water. The opening of the ladder marks the beginning of the spawning season on the American River, but in this fourth year of drought, the fish population is nowhere near the glorious runs of decades past.
