Standing in a dry field that should have been buried in snow Wednesday, California Governor Jerry Brown announced the first statewide water restrictions in history. Citing the lowest snowpack ever recorded, the governor has directed the State Water Resources Control Board to implement mandatory water reductions in cities and towns across California to reduce water usage by 25 percent. He’s also taking many other steps to implement long-term solutions to the drought in case it persists past 2016.
