Stockton Record Columnist Michael Fitzgerald says the city as at the “dawn of a new era.” Developer Zac Cort unveiled plans this past weekend to build hundreds of market rate housing units and 1000’s of feet of retail space in the city’s urban core. This will be the largest market-rate housing development in Downtown Stockton in half a century and indicates a dramatic shift in the city’s sprawl-oriented growth plan.
